    Opportunities of using functional systems of the republic of serbia in defense of the country

    Да би се остварио јединствени систем веза ВС, који би био обухватан и безбедан, а истовремено у функцији одбране Републике Србије, велики технолошки системи из области саобраћаја, везе, телекомуникација и информатике дужни су да ускладе те системе са потребама одбране земље...In order to achieve a unified communications system of Serbian Armed Forces (SAF), which would be inclusive and safe, as well as functional for defence of Republic of Serbia, large technological systems in the area of traffic, connections, telecommunications and information are required to adjust those systems for needs of country’s defense. A unique communication system, which is continuous and in state of emergency can be supported by elements and infrastructure of external state systems is very important condition for successful commanding of all forces in defense system. The fact that in recent years, large systems, such as the Ministry of Interior (MOI), Serbian Public Media Service (RTS), Serbian Railway (SR) have invested considerable efforts and material resources and developed their own independent communicational systems along the territory of our country, creates new possibilities for using such functional systems in the defense of State. The work as subject of research sets the analysis of the possibility for using functional communicating networks that MOI, SR, RTS and Industry of Electric Power (EPS) own and other holders of similar functional connections, for needs of defending systems of Republic of Serbia. In relation to the cited subject of studies, the main goal of this paper is to evaluate possibilities for establishing a continuous communications system at SAF, in the time of war or the immediate danger of war, in which cases the support of given system would be based on functional systems of certain external holders that are not inside SAF. The basic hypothesis of the paper is that the functional communicating systems of MOI, SR, EPS, River Shipping, Republic Hydrometerological Service and other holders, can provide a high level of support for ensuring continuity of communication systems for defense purposes. Basic as well as special hypotheses and objectives of the paper were researched through multidisciplinary, theoretical and methodological approach, and used methods were analyzing and comparing of the content, focusgroup interviews, statistical analysis and modeling..

    The doctoral dissertation deals with an extremely complex and very topical issue of bridge management. Basic imperatives of correct formation and design of contemporary population of bridge structures are safety and serviceability as fundamental properties of bridges; it is tended to retain serviceability in certain time period (service life) providing durability and reliability. The task of a builder is to conceive, design and build bridges in such a way that they can withstand all the impacts they will be exposed to. Bridge structures must be reliable and serviceable for an optimal number of years, so for that reason, all requirements concerning bearing capacity, serviceability and durability should exceed the minimum permissible level. It is impossible to achieve absolute safety, infinite durability or perfect serviceability, but we must strive to an optimum condition. On the other hand, there is a large number of bridges around the world, serving different functions, which were built in various environments ,various times, from various materials, of various forms, systems, spans and dimensions. During service, due to permanent material fatigue and effects of other diverse parameters and processes, damage and progressive deterioration of bridge structures are inevitable, which has a negative effects on bearing capacity, serviceability and durability of bridge structures, and therefore on their reliability and safety. However, a prolonged downtime of bridges because of repairs, reconstruction or replacement can cause very inconvenient disruptions of road and railway traffic. Preventive maintenance of bridges, as an optimal solution from the technical, organizational and economic aspect was not paid due attention, especially in our country. A permanent increase of bridge structure damage was observed, with the enormous decrease of bearing capacity and safety of bridges, and even some very important bridges in the world collapsed. Such a problem required an efficient bridge management system which will yield sensible and reasonable decisions regarding allotment of finances in the conditions of very restricted funds and budgets. In this context, in the doctoral dissertation, an analysis of the global approach to the bridge management issue and importance of its implementation was conducted, along with the analysis of structures of most of bridge management systems in the world, as well as a detailed analysis of impacts of relevant parameters on the management efficiency. By comparing various criteria for determining priority in the world, both at the individual level and at the level of a section or network as a whole, certain conclusions and propositions for an adequate model of the iv bridge management system in our conditions were created. The proposition of optimization of criteria for evaluation of priorities in the bridge management system of Serbia, removed the observed deficiencies and improved efficiency in making of the list of order of priorities of bridge structures. The potentials of the newly developed, proposed criterion of priority evaluation were verified on concrete examples. Analysis of bridge structures on the city traffic routes of Nis formulated practical rules and defined clear guidelines for necessary further bridge management activities. A special attention was paid to the potential of implementation of the Markov chain mathematical model for bridge structure deterioration prediction, using the results of realized and own theoretical and practical research. All short-term and long-term consequences of postponing or abstaining from necessary maintenance measures regarding bridge structures on the traffic routes of Nis were assessed. The potential of integration of bridge management system into the planning, designing, construction and service processes of transportation infrastructure was realized. The obtained results of the scientific research work in the doctoral dissertation increase the efficiency of planning management and of coordination of relevant activities. The ultimate realized goal of the doctoral dissertation is improvement of the total condition of the bridges and introduction of contemporary trends in the field of management of these structures, based on the relevant indicators of the mathematical apparatus in terms of emergence of potential damage and failure of bridge structures, with an aim to find a long-term solution, as a combination of the optimum condition and optimum repair measures

    In this paper, wireless mobile communication system with macrodiversity reception is considered. Macrodiversity system is consisting of macrodiversity selection combining (SC) receiver and three microdiversity SC receivers. Propagation channel suffers alpha-mu short term fading and Gamma long term fading resulting in system performance degradation. Analytical closed form expression for average level crossing rate (LCR) of macrodiversity SC receiver output signal envelope is obtained Mathematical results are analyzed, presenting the influence of long term fading parameters and short term fading parameters on average level crossing rate. Obtained results can be used in the process of simulation and design of real-world environments mobile cellular telecommunication systems

    The paper deals with the possibilities of implementing video-conferencing as a technical system for communication in the Ministry of Interior of the Republic of Serbia. Special attention is given in this paper to using video-conferencing in the order to minimize time and costs of preparation and implementation of official meetings in the Ministry of Interior of the Republic of Serbia. In addition to perceiving the necessary technical and other characteristics, there is a concrete example of the conceptual design of a video-conference link, which would be applicable in keeping with the Ministry requirements.Rad je posvećen mogućnostima primene video-konferencijske veze kao tehničkog sistema za komunikaciju u Ministarstvu unutrašnjih poslova Republike Srbije.     After having analyzed recent catastrophic events that happened in the Republic of Serbia caused by flash flooding, at first glance the struggle with floods seemed to be lost. Yet, famous Serbian persistence or just a mere struggle for life of the citizens who showed extraordinary social solidarity in such difficult moments were crucial once again. The unity was expressed in many ways, by providing assistance to the most vulnerable people in the evacuation of flooded areas, delivering basic foodstuffs and medical assistance, as well as in the field of telecommunications whose scope of work was very important but publicly invisible in such critical moments. Without such “key hub” that connected all relevant state factors into a whole providing them constancy and continuity in communications, everything was pointless. This event, no matter how difficult and tedious, opened the subsequent analysis of many issues and spawned some great ideas. One of them is legally obliged introducing of “National roaming” at all telecommunication operators in our country, which is also discussed in this paper.Posle analiziranja nedavnih katastrofalnih događaja koje su u Republici Srbiji izazvale velike poplave, na prvi pogled se činilo da je borba s poplavama izgubljena. Ipak, čuvena srpska upornost ili jednostavna borba za život građana, koji su u takvim teškim trenucima pokazali izuzetnu društvenu solidarnost, bile su još jednom od krucijalnog značaja. Jedinstvo je bilo izraženo na mnogo načina: pružanjem pomoći najranjivijim ljudima u evakuaciji poplavljenih područja i dostavljanjem osnovnih prehrambenih proizvoda i medicinske pomoći, kao i u oblasti telekomunikacija, čije je polje delovanja bilo veoma važano, ali javno nevidljivo u takvim kritičnim momentima. Bez takvog “ključnog čvorišta” koje je povezalo sve relevantne državne faktore u celinu, pružajući im konstantnost i kontinuitet u komunikacijama, sve bi bilo besmisleno. Ovaj događaj, bez obzira koliko je težak i monoton, otvorio je naknadnu analizu mnogih pitanja i pokrenuo neke sjajne ideje. Jedna od njih je zakonska obaveza uvođenja “nacionalnog rominga” kod svih telekomunikacionih operatora u našoj zemlji, o čemu se takođe govori u ovom radu

    Atypical antipsychotic clozapine binds fibrinogen and affects fibrin formation

    Clozapine is an atypical antipsychotic used for the treatment of schizophrenia. The prescribed target daily doses may reach 900 mg. Literature studies report a connection between clozapine usage and thrombosis development. Our in vitro study aimed to provide insight into molecular bases of this observation, investigating clozapine binding to fibrinogen, the main plasma protein involved in hemostasis. Fibrinogen/clozapine interaction was confirmed by protein fluorescence quenching, with an affinity constant of 1.7 × 105 M−1. Direct interactions did not affect the structure of fibrinogen, nor fibrinogen melting temperature. Clozapine binding affected fibrin formation by reducing coagulation speed and thickness of fibrin fibers suggesting that in the presence of clozapine, fibrinogen may acquire thrombogenic characteristics. Although no difference in fibrin gel porosity was detected, other factors present in the blood may act synergistically with altered fibrin formation to modify fibrin clot, thus increasing the risk for development of thrombosis in patients on clozapine treatment. ORAC and HORAC assays showed that clozapine reduced free radical-induced oxidation of fibrinogen.     Antipsychotic clozapine binds catalase and preserves its activity in oxidative environment

    Oxidative stress undoubtedly accompanies mental disorders, and the pleiotropic effects of atypical antipsychotics, recommended drugs in the treatment of psychosis, are not clarified at the molecular level. Catalase is one of the key enzymes of the primary antioxidant protection system. This work studied the binding of second-generation antipsychotic drug Clozapine to commercial bovine liver catalase. Using various spectroscopic methods under simulated physiological conditions, we found moderate binding affinity of clozapine for catalase (Ka ~ 2x105 M-1), the binding influenced the secondary and tertiary structure of protein (according to UV-VIS and CD spectroscopy) and it managed to slightly increase its thermal stability. In AAPH induced oxidation experiments, we found that clozapine efficiently protects catalase from free-radicals oxidation and preserves its activity. Clozapine affects catalase activity in dose dependant manner, having no significant effect at lower concentrations but significantly inhibiting enzyme at saturating concentrations.     Interaction between alpha-2-macroglobulin and phycocyanobilin – structural and physiological implications

    The interaction between phycocyanobilin (PCB), a bioactive chromophore of blue-green cyanobacteria Spirulina’s phycobiliproteins, and human alpha-2-macroglobulin (a2M), a universal anti-proteinase, was investigated in this study under simulated physiological conditions using spectroscopic techniques and a2M activity assay. Protein a2M was found to bind PCB with a moderate affinity, as assessed by spectrofluorimetric titration. The binding constant was calculated to be 6.39105 M 1 at 25°C. The binding of PCB to a2M did not cause significant change in the secondary structure of the protein, as determined by circular dichroism. PCB protected a2M from oxidative damage in the presence of AAPH-induced free radical overproduction. PCB binding also effectively preserved a2M anti-proteinase activity. Since a2M is involved in controlling the action of enzymes during the inflammatory process, the protection that PCB expresses could indirectly influence the intensity and direction of the body response to impaired homeostasis, especially under oxidative stress.The Biochemistry Global Summit, 25th IUBMB Congress, 46th FEBS Congress, 15th PABMB Congress, July 9-14, 2022, Lisbon, Portuga
